Permit rules depend on project scope and city jurisdiction. In general, structural work, new electrical circuits, and plumbing relocations require permits and inspections. Cosmetic updates usually do not.
Skipping permits can create serious issues during appraisal, refinance, and resale. Work may need to be opened for inspection or brought up to current code later, which can be more expensive than permitting correctly from the start.
A permit ready plan set should define scope, materials, and code path before construction starts. This reduces review delays and prevents redesign mid project.
